SESSION 1 – Integrated CBRNe Emergency, Communication & Crisis Management
This session explores comprehensive strategies for managing CBRNe emergencies through a fully integrated, multi-agency approach that connects civilian, military, and industrial response systems. A successful emergency response requires not only operational readiness and technological capability but also effective communication and behavioural understanding across all levels of command. Topics include Command, Control and Communication (C3) structures, inter-agency coordination, public information strategies, and the management of misinformation and panic through risk communication.
The session welcomes contributions on psychological resilience, stress management, and cognitive performance of decision-makers and responders under crisis pressure. Submissions may address inclusive operations for vulnerable citizens, cross-border coordination, and the role of early warning and digital communication platforms. Case studies and after-action reviews that demonstrate how human behaviour, communication, and leadership influence outcomes in CBRNe emergencies are particularly encouraged.
Ultimately, this session seeks to bridge technical response systems with the human and communicative dimensions of crisis management, strengthening both trust and coordination across agencies and the public.
